The Guidelines for Developing Uganda’s Industrial Parks and Free Zones (Government of Uganda, November 2022) provide a comprehensive framework for the planning, establishment, management, and operation of industrial parks, free zones, and related models to advance Uganda’s industrialization goals under Vision 2040, NDP III, and the National Industrial Policy 2020.
Developed by the Ministry of Trade, Industry and Cooperatives (MTIC) with technical support from GGGI and funding from the European Union, the guidelines promote eco-industrial and green growth principles to ensure sustainable, inclusive, and climate-resilient industrial development.
They outline standards for site selection, land management, infrastructure design, governance, financing, and performance monitoring while encouraging industrial symbiosis, resource efficiency, and cleaner production. The document serves as a national tool to guide both public and private actors in building industrial parks that enhance productivity, attract investment, and minimize environmental impact.
