About this Discussion

In 2019, over 92 billion tonnes of materials were extracted and processed, contributing to about half of global CO2 emissions. This “take-make-dispose” approach and the resulting waste – including plastics, textiles, food, electronics and more – is taking its toll on the environment and human health.

A circular economy model replaces this end-of-life concept with restoration, shifts towards the use of renewable energy, eliminates the use of toxic chemicals, which impair reuse and return to the biosphere, and aims for the elimination of waste through the superior design of materials, products, systems and business models. The circular economy approach improves resource efficiency and reduces environmental impact on natural capital by designing products in a more recyclable way, adopting efficient technology and turning waste into a resource. The circular economy offers a trillion-dollar opportunity in terms of possible material savings, innovation and job creation, improved land productivity and soil health, and green growth. Achieving this, however, requires strong collaboration between leaders from business, government and civil society.

Hosted by the Stewardship Action Foundation and the Minnesota Pollution Control Agency, webinar speakers include legislators, advocates, state regulators, and local governments.

Our Speakers:
Catherine Blakespear was elected in 2022 as the CA state senator for the 38th District, representing coastal northern San Diego and southern Orange Counties. Senator Blakespear sits on the Budget and Fiscal Review Committee and Budget Subcommittee 2 on Resources, Environmental Protection and Energy. She was previously the Mayor of Encinitas, and having represented coastal communities during her political career, she has vested interest in protecting her constituents and the ocean they love.

In Representative Larry Kraft’s first term in the legislature (2023-24 session), he authored 27 bills, including innovative, first-in-the-nation legislation on climate and environmental issues. Although many of his bills dealt with other issues – including mental health care, transportation, housing, and voter pre-registration – climate policy is the reason that he is in the legislature. As his kids were growing up, he became increasingly concerned about how climate change is impacting the future. Now, as an elected official, he is a believer in asking lots of questions, gathering input from all stakeholders, and working to build consensus.

With over 34 years experience being a leader in the solid waste industry, Heidi Sanborn is the nation's foremost expert on producer responsibility and product stewardship and the founding Director of the National Stewardship Action Council (NSAC). She has led the way organizing local governments to ensure product producers have a fair share of the responsibility for the end of life impacts and costs of their products. She has sponsored, crafted, passed and implemented more Extended Producer Responsibility (EPR) local and state legislation than in any other person in the US. Bills passed in CA alone include paint, mercury thermostats, carpet, pharmaceuticals and sharps, and packaging.

Annika Bergen (she/her) is the Product Stewardship Policy Specialist at the Minnesota Pollution Control Agency (MPCA). Annika also serves on the Board of Directors for Reuse Minnesota, a member-based nonprofit advancing resale, rental, and repair efforts statewide through education, promotion, and advocacy. She has been the Board President for the past two years.

Leslie is the Executive Director of Zero Waste Sonoma, a co-sponsor with NSAC of SB 1066, the nation’s first marine flare EPR bill which made it to Governor Newsom only losing two votes but it was vetoed. Leslie has worked over 20 years in solid waste and resource management industry and, prior to this position, was the Director of Zero Waste at SCS Engineers, a solid waste, recycling and organics management consulting firm, for 13 years. Leslie has spent her career designing and implementing comprehensive sustainability and zero waste programs for large institutions, public agencies, venues, and events.

Raj Bagaria is the Managing Director of GDB Circular Holdings, a subsidiary of global recycling group GDB International. Raj oversees GDB’s expansion of clean-tech recycling operations in over 15 facilities across. These custom recycling services for post-consumer plastics include collection, sorting, shredding and grinding, optical sorting, washing, and PCR production. Raj also serves as the Member Secretary of the ReMa’s Plastic Division. Prior to joining GDB , Raj was an associate at Boston Consulting Group (BCG) and an analyst at Closed Loop Partners.
